Izvleček
Tako kot se je Univerza Črne gore do reforme visokega šolstva razvijala kot ohlapna skupnost posa-
meznih organizacijskih enot in članic Univerze z najvišjo stopnjo administrativne in organizacijske
samostojnosti in neodvisnosti, tako se je tudi knjižnični sistem razvijal v isto smer – z osrednjo uni-
verzitetno knjižnico, članico Univerze in knjižnicami fakultet in inštitutov, ki so povsem samostoj-
no in neodvisno opravljale knjižnično dejavnost za institucijo, katere organizacijski del so. Pri nji-
hovem vzpostavljanju pogosto niso zagotovljeni niti minimalni pogoji, ki jih predpisujejo standardi
za takšno vrsto knjižnice, tako da nekatere med njimi tudi danes, z določenih vidikov knjižničarske
dejavnosti, ne izpolnjujejo obstoječih standardov za delo. Črnogorsko visokošolsko knjižničarstvo
ni bilo še nikoli vzeto kot enkraten sistem, niti ni bilo predmet strateškega načrtovanja, organizacije
in analize v okviru Univerze Črne gore, prav tako sistem financiranja ni bil nikoli v povsem urejen.
Univerzitetna knjižnica v glavnem ni opravljala knjižničarske dejavnosti na način, predviden v nor-
mativnih dokumentih, v okviru katerih je delovala.
Reforma črnogorskega visokošolskega izobraževanja ni izpolnila pričakovanj visokošolskih knjižnic,
prav tako ne pričakovanj Univerzitetne knjižnice, ki je izgubila status članice Univerze in je postala
notranja organizacijska enota, brez predstavnika v najvišjih organih Univerze. Nasprotno procesu
integracije se mreža visokošolskih knjižnic še bolj drobi z nastajanjem več manjših knjižnic.

Abstract
Prior to higher education reform, the University of Montenegro tended to develop as a loose as-
sociation of separate organizational units and the University members, the University holding the
greatest administrative and organizational autonomy and independence. The library system tended
to develop in the same direction – with the central University library as the University member and
libraries of faculties and institutes, which completely autonomously and independently worked un-
der the auspices of the faculties and universities as their own organizational units. Very often, even
minimum prescribed standards for that type of library have not been provided in the time of foun-
ding. Even now, some of them do not meet standards required for specific aspects of library work.
The academic librarianship in Montenegro has never been considered as an integral system and it
has never been part of strategic planning, organization and analysis at the University of Montene-
gro. The system of financing has never been completely defined. In general, the University library
could not perform library functions according to the prescribed legislative acts.
The higher education reform in Montenegro did not meet the expectations of academic libraries, in parti-
cular those of the University library that eventually lost its status of the University member and became an
internal organizational unit without a representative in the University Board. Instead of being integrated
into a network, academic libraries are further disintegrating due to many emerging small-size libraries.
